This section is devoted to discuss activities, events, reviews, publications, and other topics of interest from EUREGES Group.

Starting in February 2012, classes in "Multilevel Governance" coordinated by Dr. Susana Beltrán are part of the master’s degree in European Integration at the Autonomous University of Barcelona, course 2011–2012.
Some parts are dedicated to the participation of the Autonomous Communities in the European Union and were given from professional experts or members of the group EUREGES.

Fall-winter 2010-2011

September 2010

Susana Beltrán, Andrea Noferini and Mirna Nouvilas were invited to participate in the workshop on the Euro-Mediterranean Regional and Local Assembly (ARLEM) organized by the CIDOB.

Maria Bonet presented her developed study entitled "European Affairs and Generalitat de Catalunya:
An operational link?"  before a tribunal, as part of the Master on European Integration, Universitat Autònoma de Barcelona (Supervisor: Susana Beltran).

In October 2010, EUREGES organized the seminar "The participation of the Autonomous Communities in the design of the European policies of Spain: A pending reform?" (Competitive project of EAPC- Resolution GAP/2980/2010 of 10th June).

Andrea Noferini participated in Regional Studies Association Network on Virtualisation of Space through inter-regional networks, Florence (Italy), on October 4th and 5th.

Andrea Noferini met with the Directors and technicians of various delegations of the Autonomous Communities in Brussels.

Fabrizio Rossi defended his research work: "The local agenda for a new European Union: The case of the Diputación de Barcelona" presented as part of the PhD in International Relations and European Integration, Institut Universitari d'Estudis Europeus (Supervisor: Susana Beltran).

In November 2010, Susana Beltrán gave a session about "Multilevel Governance: Local autonomy and the principle of subsidiarity" in the course Community policies strategies policies and European regulations which affect local issues, organized by the Diputación de Girona, the Secretaria para la Unión Europea and the Centro de Documentación Europea de la Universitat de Girona.

Mirna Nouvilas and Susana Beltrán visited Berlin because of an invitation for the participation in a workshop-conference organized by CEPLI “One Year of Lisbon Treaty: Opportunities and challenges for local intermediate authorities and their citizens."

In December 2010 Susana Beltran published the article: "The application of the agreements regulating the participation of the Autonomous Communities in the Council of the European Union (variations or delusions on the same topic)," Revista General de Derecho Europeo, No. 22, December 2010, 28 pp.

Spring-summer 2010

Ordinary activities
Researchers Andrea Noferini and Susana Beltrán attend a meeting of the Autonomous Communities to adopt a common position about the Environment Policy.  (June 2010)

Continuing with field work, interviewing different autonomous departments that are linked to European affairs.

During these months, the EUREGES project had had a trainee from the Official Master of European Integration that has done general support tasks for researchers.

Begins the preliminary draft report on: "Participation of the Autonomous Communities: An Assessment".

Creation of EUREGES methodological questionnaire for the delegations of the ACs in Brussels. In early September, the questionnaire has been put on-line and sent to representatives of 17 delegations.

Closing of the “Multilevel Governance” module (2009-2010), from Master in European Integration IUEE. Teachers Andrea Noferini and Susana Beltran have been part of various examing boards for students’ research works, in particularly those issues related to EUREGES. Furthermore, experts and invited teachers have participated in the module (classes Narcis Mir, Manuel Cienfuegos).

Manuel Cienfuegos has been a member of the evaluation commission of Diane Fromage’s PhD Dessertation: “The participation of national parliaments in the European Union. A study case of Germany, Spain and France" UPF. June 29, 2010.

Fall-Winter 2009-2010

During the second half of February, the EUREGES members move to Brussels to interview members of the regional representation offices and REPER.

On February 15, begin the classes of Multilevel Governance Module, coordinated by Dr. Beltran in the Official Master of European Integration, of Autonomous University of Barcelona (quality mentioned by the Ministry of Science and Technology). There is a section in it dedicated to the participation of regional governments in the European Union, where members and technical experts gave classes.

On the same date, Dr. Andrea Noferini presented in Florence (Italy) in the IRPET (Regional Institute of Economic Planning of Tuscany), a working seminar on regional policy, multilevel governance and the role of the ACs in the European policy-making.

Dr. Beltran is participating in the Symposium "Models of sustainable development in mountain countries and regions" with a lecture on "Cross-border Cooperation" held on 11-12February, organized by the Govern de Andorra, Chamber of Commerce and the University of Andorra.

During the month of January, there has been progress in the field, adding some important interviews to those made previously. In particular, we have interviewed representatives of the Ministry of Public Administartion and some Departments of the Autonomous Communities of Madrid, Valencia and Castilla y León.

January 14, Dr. Beltran participated in the workshop on "Implementation of the Lisbon Treaty and its impact on the local world" held at the Faculty of Law at the Autonomous University of Barcelona and organized by the Catalan Council of European Movement. Drs. Andrea Noferini and Susana Beltran sent a contribution to the White Paper of Committee of the Regions available online http://www.cor.europa.eu/ Multilevel Governance (Governance at various levels-White Paper). (Document)

In January it’s published the book: “The Spanish Presidency of the EU in 2010: Proposals for an ambitious agenda”, Marcial Pons, 2009, in which Dr. Beltrán adds the chapter “The reference to local and regional autonomy on Lisbon Treaty: some legal implications."

In addition, Dr. Maria Jesus Garcia Morales, Lecturer of Constitutional Law at the Autonomous University of Barcelona, has given on December 16 a work session for members of EUREGES, entitled "The general framework of partnerships in the Autonomous States. Special reference to European affairs. "

Researcher Mirna Nouvilas, graduate in Political Science and Public Administration and Master in International Relations, Security and Development at the Autonomous University of Barcelona, joins at the end of September the research group as a FPI intern from the Ministry of Science and Technology.

 

Spring-Summer 2009

Starts the Website design. The Web site represents a key tool for the project communication strategy by 
containing the major part of its library materials. In addition, due to the valuable collaboration of the Center of European Documentation from UAB and his documentary Conxi Muñoz, the website contains a  warning that includes the main articles of the national press concerning the participation of regional governments in European affairs.

EUREGES team has carried out the first internal meetings where analytical framework, working plans, research methodology and dissemination strategy of the project has been detailed and refined.

Apart from these initial projects’ organizational and management tasks, the team has activated its first fieldwork by interviewing some of the major players and experts. In particularly in IUEE, highlights the presence of Estanislau Vidal-Folch, one of the REPER Autonomous Representatives.

During the month of June, Dr. Manuel Cienfuegos teaches a virtual graduate course on "The Autonomous Communities in the European Union” in the Open University of Catalunya.
